U.S., Ukraine discuss enhanced cooperation during sixth Cyber Dialogue

Senior U.S. and Ukrainian officials convened on August 14, 2024, in Kyiv, Ukraine for the sixth round of the U.S.-Ukraine Cyber Dialogue, an annual discussion on cyber policy issues.

During the dialogue, the U.S. delegation reaffirmed its commitment to supporting Ukraine’s cyber defense amid ongoing conflict with Russia. The United States has contributed $82 million since February 2022 and over $120 million since 2016 in cyber and digital assistance to counter evolving Russian threats. This support aims to strengthen Ukraine’s capacity to detect, deter, and respond to cyber threats.

Participants discussed the current cyber threat landscape, protection of sensitive data and critical infrastructure, and cyber governance. The United States and Ukraine explored deeper cooperation on cyber sanctions, diplomacy, and combatting cybercrime in international forums. They also exchanged perspectives on innovation in cybersecurity technology, connectivity, and the competitiveness of Ukrainian IT and telecommunications sectors. Further avenues of cyber assistance were discussed through mechanisms like the Tallinn Mechanism to help Ukraine address long-term resilience needs.

The U.S. delegation was led by Ambassador at Large for Cyberspace and Digital Policy Nathaniel C. Fick and U.S. Ambassador to Ukraine Bridget Brink. Other members included National Security Council Senior Director for Cyber Policy Matt Curtis; U.S. Coordinator of Assistance to Europe and Eurasia Maria Longi; Cybersecurity and Infrastructure Security Agency Executive Assistant Director Jeff Greene; National Telecommunications and Information Administration Chief of Staff Grace Abuhamad; along with representatives from various U.S. agencies including Embassy Kyiv, USAID, Department of Defense, and FBI.

Deputy Foreign Minister Anton Demokhin led the Ukrainian delegation which included senior officials such as Deputy Secretary of the National Security and Defense Council General Serhii Demediuk; Deputy Minister of Digital Transformation Valeriia Ionan; Chair of the Administration of State Service Yurii Myronenko; Deputy Chairman of Security Service Serhii Naumiuk; Deputy Minister for Digital Development Roman Andarak; Deputy Governor of National Bank Oleksii Shaban alongside representatives from Ministry of Defense, Armed Forces General Staff, Defense Intelligence Service among others.
