The U.S. Department of Labor has awarded more than $3.4 million to continue disaster-relief employment and workforce training for residents of Guam affected by Typhoon Mawar.
In June 2023, the department announced a National Dislocated Worker Grant of up to $11.3 million, with an initial award of $4.5 million, for the Guam Department of Administration. This grant was intended to provide temporary jobs focused on debris removal, water damage cleanup, and humanitarian assistance delivery. The newly announced funding will extend these employment opportunities and support career and training services.
A Category 4 typhoon struck Guam's northern tip in May 2023, bringing widespread flooding and 140 mile-per-hour winds that knocked out power and affected the island's water supply. The Federal Emergency Management Agency issued a major disaster declaration on May 25, 2023, allowing Guam to request federal recovery assistance.
National Dislocated Worker Grants are managed by the Employment and Training Administration under the Workforce Innovation and Opportunity Act of 2014. These grants help temporarily expand the service capacity of dislocated worker programs at state and local levels when large economic events cause significant job losses.
