American Stewards of Liberty (ASL) has raised concerns over the United States Department of Agriculture's (USDA) approach to conservation under the SUSTAINS Act. ASL said on August 29 via their website that the USDA is "monetizing natural processes under the Sustains Act," which they believe will result in "devastating consequences on the economy and property rights."
"Nevertheless, the Biden-Harris Administration is preparing to determine ownership of natural processes on private lands as it implements the Sustains Act authorized through the Consolidated Appropriations Act of 2023," said Stewards of Liberty, Organization. "They are dragging America into a dangerous black hole that will have devastating consequences on our economy, and on individual property rights."
The SUSTAINS Act, introduced by Representative Glen Thompson (R-PA) on June 3, 2022, permits the USDA’s Natural Resources Conservation Service to accept non-federal funds for conservation programs. These initiatives include climate change measures, carbon sequestration, and wildlife habitat improvement. Since its introduction, the bill has not progressed further.
According to ASL, the implementation of the SUSTAINS Act indicates that the Biden-Harris Administration is "preparing to determine ownership of natural processes on private lands." They argue this will have "devastating consequences on the economy and individual property rights." ASL further contends that monetizing environmental services, such as "carbon credits," could lead to government overreach and a political agenda.
The USDA's Natural Resources Conservation Service (NRCS) has sought public input regarding the SUSTAINS Act. This legislation allows private sector partnerships with USDA to involve farmers, ranchers, and landowners in conservation efforts. It also contributes to the Consolidated Appropriations Act of 2023.
