USDA announces measures promoting fairness for farmers; aims to lower food prices

The report incorporates over 1,600 public comments along with interviews from various stakeholders including meatpackers, retailers, academics, and advocacy organizations. It highlights hidden fees and anticompetitive pricing strategies in the beef market.

The USDA also announced plans to address issues under the Packers & Stockyards Act of 1921 concerning price discovery and fairness in cattle markets. An Advanced Notice of Proposed Rulemaking (ANPR) will be issued to gather feedback on potential interventions.

“Over these last four years, the Biden-Harris Administration has made historic investments in agriculture to help farmers, small businesses, and rural communities get a fair shake,” said Secretary Vilsack. “Our work on competition is about opening up new markets for farmers and delivering fairer, more competitive choices.”

Lael Brainard, National Economic Advisor stated: “With today’s announcements, the Biden-Harris Administration is taking action to lower food prices for working families by enabling small businesses and family farms to compete fairly.”

Andy Green from USDA remarked that these actions are “smart, strategic steps” towards innovation and improved competition across various agricultural sectors.

Efforts outlined by USDA include a strategy focused on seed system diversity which involves better defining patent-related disclosures so researchers can operate freely without legal constraints.

The interim report titled "Competition and Fair Practices in Meat Merchandising" sheds light on increasing market concentration among major packers and distributors as well as concerns raised by smaller producers regarding unfair practices.

Further investigations into retail dynamics will continue alongside new rulemaking efforts targeting improvements in cattle market trading practices.
