U.S. Deputy Secretary of State Kurt M. Campbell and Chilean Under-Secretary of Foreign Relations Gloria de la Fuente led the U.S.-Chile High-Level Dialogue on October 2 in Washington, DC. The dialogue included senior representatives from various U.S. departments and agencies, alongside Chilean officials from the Ministry of Foreign Affairs.
The relationship between the United States and Chile, which marked its 200th anniversary in 2023, was a central theme during the discussions. The dialogue built upon priorities previously discussed by President Biden and President Boric at their meeting in November 2023.
Both countries reaffirmed their commitment to promoting democratic governance, human rights, sustainable growth, security cooperation, and environmental conservation. They also reiterated commitments under a Memorandum of Understanding on diversity, equity, inclusion, and accessibility.
Economic topics were prominent during the dialogue. Both sides acknowledged the impact of the U.S.-Chile Free Trade Agreement's 20th anniversary and the Bilateral Taxation Treaty that came into force in December 2023. They emphasized deepening economic integration through initiatives like the Americas Partnership for Economic Prosperity.
Discussions extended to energy security with plans to implement a Memorandum of Cooperation on Energy Transition and development in clean hydrogen markets. There was also focus on infrastructure standards through initiatives like the Blue Dot Network.
On democracy and human rights issues, both nations addressed concerns about Venezuela's political situation and Nicaragua's regime while denouncing Russia’s invasion of Ukraine. They stressed support for international norms regarding sovereignty and territorial integrity.
Security challenges such as human trafficking and transnational crime were discussed with an emphasis on improving border security through information-sharing partnerships. Upcoming joint activities include visits by Chilean security officials to observe interagency task forces in the United States.
In response to modern challenges, both countries celebrated Chile’s signing of the Artemis Accords for space cooperation and agreed on enhancing cybersecurity collaboration following Chile’s new cybersecurity law.
Environmental goals under the Paris Agreement were also discussed with a focus on marine biodiversity protection and combating illegal fishing practices. A new module on development cooperation was introduced for disaster relief efforts following recent wildfires in Chile.
The next High-Level Dialogue is scheduled for 2026 in Santiago, reflecting ongoing collaboration between both nations as they look towards future partnership opportunities.
