Under Secretary of State for Civilian Security, Democracy, and Human Rights Uzra Zeya is set to visit Montreal, Canada, from October 30-31, 2024. She will lead the U.S. delegation at the Ministerial Conference on the Human Dimension of Ukraine’s 10-Point Peace Formula. This event is hosted by Canada, Norway, and Ukraine and will address the human aspects of Russia's war in Ukraine. The focus will be on returning prisoners of war (POWs), unlawfully detained civilians, and deported children to Ukraine.

The delegation accompanying Under Secretary Zeya includes National Security Council Director for Anti-Corruption Abigail Bellows and Deputy Assistant Secretary Scott Turner from the Department of State’s Bureau of Population, Migration, and Refugees.

During her visit, Under Secretary Zeya plans to emphasize "the United States’ firm commitment to the protection, safe and dignified return, and rehabilitation of Ukraine’s POWs, civilians, and children." She will also highlight "Russia’s continued destruction of critical civilian infrastructure," particularly in urban areas. Additionally, she will express U.S. support for Ukrainians and humanitarian workers assisting vulnerable populations.

Furthermore, Under Secretary Zeya intends to engage with senior Ukrainian government officials and international partners to discuss U.S. support for Ukraine's long-term democratic resilience and Euro-Atlantic integration.
