Trump.
According to Trump, during an event at Mar-a-Lago on October 30, he would establish a new fund for victims of migrant crime with federal government assistance. "So today, I’m announcing for the first time under my administration, we will be seizing the assets of the criminal gangs and drug cartels and we will use those assets to create a compensation fund to provide restitution for the victims of migrant crime and the government will help with the restoration, the government will help in the restitution," he said.
Derek Maltz, former chief of the Drug Enforcement Administration’s Special Operations Division, told The New York Post that the federal government has an asset forfeiture program supporting law enforcement. "It would be a great way to pay back victims that have been hurt by these savages that have come illegally into the country and operate with impunity. It would be a great way to unite American citizens," Maltz said.
According to Newsweek, Tammy Nobles also spoke at the press conference. Her daughter was raped and killed by an MS-13 gang member. Nobles said, "Homeland security did not do their job. Health and Human Services did not do their job. The Biden-Harris administration did not do their job. If they would have done their job, made that one phone call to El Salvador, my daughter would still be alive today."
