United States Ambassador to Mongolia Richard Buangan and Mongolian Minister of Justice and Home Affairs O. Altangerel, along with Deputy Prosecutor General M. Chinbat and State Secretary of Family, Labor, and Social Protection L. Munkhzul, gathered for the fourth Annual Dialogue of the U.S.-Mongolia Child Protection Compact (CPC) Partnership in Ulaanbaatar on November 7, 2024.
The CPC Partnership is a multi-year plan initiated in 2020 to enhance Mongolia's ability to investigate, prosecute, and convict child traffickers using a victim-centered approach. It also aims to provide trauma-informed care for child victims and prevent trafficking in all forms. In August, Secretary Blinken announced an extension of the partnership into a fifth year to build on past achievements and institutionalize recent legal updates regarding anti-trafficking and child protection.
During the dialogue, discussions focused on sustainable strategies to maintain momentum and extend the partnership's impact indefinitely. This includes improving Mongolian officials' capacity to identify and protect child survivors and those at risk of trafficking.
Representatives from various Mongolian government bodies involved in combating child trafficking delivered remarks at the event. These included the Ministry of Justice and Home Affairs, Office of the Prosecutor General, Ministry of Family, Labor and Social Protection, and Secretariat for the Coordination Council for Crime Prevention. Civil society partners such as World Vision Mongolia, The Asia Foundation, Mongolian Gender Equality Center, Talita Asia, Beautiful Hearts, and Unbound Mongolia also participated.
The Office to Monitor and Combat Trafficking in Persons has invested over $6.5 million in U.S. foreign assistance for projects under this partnership. The Government of Mongolia has established five child-friendly spaces for interviewing victims; revised its Child Protection Law; amended laws against trafficking; created a Multi-disciplinary Task Force for better interagency coordination; and passed new legislation to strengthen responses to child trafficking.
