Meta has announced its progress in complying with the European Union's Digital Services Act (DSA). Since the DSA came into effect, Meta has been working to adapt its safety and integrity systems. In 2023, a team of over 1,000 people was assembled to develop solutions for the DSA’s requirements. These efforts included measures to increase transparency on Facebook and Instagram and options for users to tailor their experiences.
Meta published reports tracking this progress, including an independent audit of Facebook and Instagram. A dedicated team of more than 40 people supported the audit, spending over 20,000 hours producing documents and conducting meetings with the auditor. This is in addition to thousands of hours spent by other teams building solutions for DSA compliance.
The audit found that Meta had solutions in place for all 54 sub-articles reviewed, with over 90% deemed fully compliant. The remaining 10% were labeled as “except for,” indicating some adjustments were needed. No "adverse" conclusions were received.
There are also 14 sub-articles under investigation by the European Commission, which did not receive formal conclusions from the auditor. Meta remains in conversation with the Commission regarding these articles.
Five "except for" findings across Facebook and Instagram were identified by the auditor. Two issues have already been addressed: one related to Meta’s Ad Library missing context on ad removals, resolved in April 2024; another involved Facebook Dating users not having an option to avoid recommended content based on app activity, fixed in February 2024.
For three remaining findings, Meta needs to provide additional information in its DSA Transparency Report about content moderation measures by violation type. Solutions are being developed as outlined in their Implementation Reports.
Meta supports the objectives of the DSA and aims for a harmonized regulatory regime that protects online rights while enabling innovation. The company has engaged productively with the European Commission throughout this process and intends to continue transparent collaboration as the DSA evolves.
The results of this independent audit show that Meta has implemented measures across all audited areas. Where adjustments were suggested, changes have been made. This reflects ongoing investment in safety and security at Meta involving thousands of employees addressing DSA requirements.
