Donald Ray Hurst, Jr., a 35-year-old resident of Sumter, South Carolina, has entered a guilty plea to charges of destruction of an energy facility and possession of child sexual abuse material (CSAM).

The investigation revealed that on August 11, 2023, Duke Energy reported a power outage near Fish Road in Dalzell. Upon arrival, FBI agents and deputies from the Sumter County Sheriff's Office discovered multiple bullet holes in the regulator bank responsible for distributing power to local businesses and residents. This incident caused a power outage affecting several thousand customers and incurred over $100,000 in cleanup and replacement costs.

Witnesses reported hearing gunshots near the regulators on August 9. Following these reports, investigators installed a pole camera at the site. Two days later, they found that the regulators had been shot again and recovered a 9mm shell casing from the scene.

Footage from the pole camera showed a white van arriving at the location with gunshots fired toward the energy facility. With assistance from the South Carolina Law Enforcement Division, agents identified and interviewed the van's owner. The owner confirmed that Hurst had access to the vehicle during the shooting period. A search of the van yielded another spent 9mm shell casing.

A subsequent search warrant executed at Hurst's residence led to discovering a firearm in his room and a 9mm handgun secured in another room's safe. Forensic analysis linked both shell casings to this handgun. Hurst's fingerprint was also found on its trigger, along with his car keys being located next to the key for the safe containing it.

While detained, Hurst was recorded discussing a hard drive needing retrieval due to potential incriminating content. In another call, he admitted responsibility for shooting at the regulator bank and mentioned CSAM stored on his home hard drive acquired via dark web sources.

Agents retrieved this hard drive under warrant authority; examination confirmed several images as CSAM by The National Center for Missing & Exploited Children.

Hurst faces up to 20 years imprisonment per charge alongside possible fines totaling $250,000 plus restitution obligations followed by lifelong supervision post-release terms if convicted federally upon sentencing overseen by U.S District Judge Mary Geiger Lewis after reviewing pre-sentence reports prepared through probation office channels accordingly.
