David C. Weiss, the U.S. Attorney for the District of Delaware, announced that Pierre Charles Moise has pleaded guilty to a federal health care fraud offense. Moise, aged 57 and from Apopka, Florida, entered his plea on December 10, 2024, in the U.S. District Court for the District of Delaware. The charge involved concealing payments made to patients attending his chiropractic clinic from insurance companies.
Court documents revealed that Moise owned and operated Wellness Health Center (WHC) in Milford, Delaware. From January 2019 to March 2022, he paid patients who had recently been in car accidents to attend treatment sessions at WHC regardless of necessity. Employees at WHC then submitted claims for reimbursement under Delaware's no-fault Personal Injury Protection (PIP) law. As a result of this scheme, Moise and WHC obtained over $630,000 from insurance companies.
Moise pleaded guilty to making a false statement related to health care matters and faces up to five years in prison. A federal district court judge will determine his sentence based on U.S. Sentencing Guidelines and other statutory factors.
U.S. Attorney Weiss commented on the case: "Moise defrauded insurance companies out of hundreds of thousands of dollars by taking advantage of Delaware’s PIP laws." He added that these laws are meant to assist injured individuals rather than enrich criminal actors.
FBI Baltimore Special Agent in Charge William J. DelBagno remarked: “Moise’s business model revolved around defrauding automobile insurers.” He emphasized that insurance fraud is costly for taxpayers and assured continued efforts with partners to hold accountable those engaging in such activities.
The FBI Baltimore Field Office’s Wilmington Resident Agency led the investigation with help from the Delaware Department of Insurance Fraud Prevention Bureau investigators. Assistant U.S. Attorneys Jesse S. Wenger, Meredith C. Ruggles, and Shamoor Anis are prosecuting the case.
