Four Commissioners from the Congressional-Executive Commission on China (CECC) have urged trade representatives of the United States, Canada, and Mexico to enhance the enforcement of forced labor import prohibitions under the United States-Mexico-Canada Agreement (USMCA). They also called for increased cooperation to prevent goods rejected in one country from being re-exported within the USMCA region.
The letter was signed by Representative Chris Smith (R-NJ), Senator Jeff Merkley (D-OR), Senator Marco Rubio (R-FL), and Representative Jim McGovern (D-MA). These individuals were instrumental in passing the Uyghur Forced Labor Prevention Act (UFLPA), which addresses forced labor issues involving Uyghurs and other Turkic Muslim groups in China's Xinjiang Uyghur Autonomous Region.
The UFLPA includes a "rebuttable presumption" that requires importers to demonstrate their supply chains are free of products from the Xinjiang region. The Commissioners hope this act can inspire similar legislation in Canada and Mexico to ensure that goods linked to Xinjiang do not enter the USMCA area.
