The Department of Homeland Security (DHS) has released a new guide titled the "Playbook for Public Sector Artificial Intelligence Deployment." This resource aims to assist government officials in improving service delivery through the responsible use of generative artificial intelligence (GenAI) technologies. The playbook provides actionable steps and examples based on DHS's own experiences with GenAI.

Secretary of Homeland Security Alejandro N. Mayorkas stated, “The rapid evolution of GenAI presents tremendous opportunities for public sector organizations. DHS is at the forefront of federal efforts to responsibly harness the potential of AI technology.” He emphasized the importance of collaboration across various sectors to foster innovation responsibly.

Eric Hysen, DHS Chief Information Officer, remarked, “The release of this playbook marks a significant step forward in our efforts to integrate safe and secure AI use responsibly and effectively within the public sector.” He highlighted that sharing experiences and best practices is intended to empower other agencies while safeguarding individual rights and privacy.

DHS has been integrating AI into its operations over recent years, enhancing capabilities in cybersecurity, border security, disaster response, and immigration services. Initiatives include creating an Artificial Intelligence Task Force, publishing an AI Roadmap, and establishing an AI Corps to attract top talent. The department remains committed to advancing AI technologies while upholding privacy and civil liberties standards.

The playbook includes case studies from DHS pilots that tested GenAI applications in areas like investigative leads enhancement and hazard mitigation planning. It offers recommendations based on these pilots' lessons for state and local leaders at any stage of their AI journey.

Outlined steps from DHS's development process include aligning AI projects with mission needs, fostering governance coalitions, leveraging existing tools, ensuring ethical use, measuring progress through key indicators, training employees, hiring technical talent, and seeking user feedback.

This initiative reflects DHS's commitment to transparency while ensuring safety and privacy. Recently published resources include an updated AI Use Case Inventory providing visibility into non-sensitive uses across the department. In November 2024, DHS launched a framework for safe AI deployment in critical infrastructure with input from its AI Safety and Security Board.

DHS plans to continue sharing updates as it progresses with its AI initiatives. Further information can be accessed via their Generative AI Public Sector Playbook webpage or the Artificial Intelligence at DHS webpage.
