A Fitchburg man, Thomas F. Clasby, Jr., was arrested today for allegedly embezzling funds from the City of Quincy, Massachusetts. Clasby, 60, faces charges including embezzlement, mail and wire fraud, and interstate transportation of stolen property. He is set to appear in federal court in Boston at 12:45 p.m.

The indictment claims that while serving as Director of the Quincy Department of Elder Services from around 1999 until April 2024, Clasby used city resources for personal expenses starting in 2019. Allegations include payments for personal items such as music recordings valued at $8,950 and food service purchases amounting to $2,236 for bourbon steak tips.

Additionally, it is alleged that over $38,000 was paid to a New York consulting company owned by a friend of Clasby without any services rendered to the city. This money was reportedly converted into cash and delivered to Clasby at various locations including Framingham and Bridgeport.

“Thomas Clasby’s alleged betrayal of trust is not just a theft from the City of Quincy but an affront to the seniors he was sworn to serve,” stated United States Attorney Joshua S. Levy. He added that public officials exploiting their positions will be held accountable.

Jodi Cohen, Special Agent in Charge of the FBI's Boston Division said, “Stealing money from programs that are set up to help our seniors is utterly disgraceful.” She thanked the Quincy Police Department for its assistance in the investigation.

If convicted on these charges, Clasby could face significant prison time along with fines. The charge details indicate potential sentences ranging from up to 10 years for embezzlement and interstate transportation charges to up to 20 years for mail and wire fraud charges.

The case is being prosecuted by Assistant U.S. Attorney Kristina E. Barclay with support from several law enforcement agencies. It should be noted that all allegations are currently unproven; Clasby remains innocent unless proven guilty beyond reasonable doubt.
