The Department of Defense has released an updated and expanded report on Planning, Programming, Budgeting, and Execution (PPBE) Reform Implementation. This new document replaces the March 2024 Implementation Plan for the recommendations from the Commission on PPBE Reform's Interim Report.

The PPBE process has been a key component of the Department for over six decades. The Department acknowledges that to maintain its competitive edge globally and respond effectively to changing geopolitical conditions, it must enhance this process by increasing agility, flexibility, and responsiveness. These improvements aim to better support the National Defense Strategy, defend national interests, and improve capability delivery to military personnel.

The report outlines the implementation of 26 reform initiatives proposed by the Commission on PPBE Reform. These reforms are intended to be rolled out in phases with regular assessments to ensure they meet their goals by 2028.

Successful reform depends on ongoing cooperation with stakeholders, including Congress. The Department is committed to working with Congress to overcome legislative barriers and looks forward to discussions aimed at modernizing and simplifying the PPBE process for contemporary needs.

Further details can be found in the full PPBE reform implementation report available online. Information about the vision for a modernized PPBE system and maintaining U.S. military superiority is accessible through the PPBE Reform webpage. The final report from the Commission on PPBE Reform is also available online.
