The United States has imposed sanctions on eight individuals involved in organizing the Republika Srpska (RS) Day commemoration from January 8-10, 2024. These actions were reportedly in support of RS President Milorad Dodik's secessionist agenda. Seven of these individuals also participated in planning the 2025 commemoration. The Constitutional Court has deemed RS commemorations unconstitutional, and they are viewed as part of Dodik's ongoing efforts to undermine the 1995 Dayton Peace Agreement, which is essential for regional peace and security.
In addition to these designations, five individuals and one entity linked to Dodik's financial network have been sanctioned. The U.S. alleges that Dodik has used his position to accumulate personal wealth through companies associated with him and his family, often using a network of associates to obscure their involvement and evade U.S. sanctions.
The Dayton Peace Agreement and the Constitution of Bosnia and Herzegovina are considered vital frameworks for maintaining peace and stability in the country. As highlighted by President Biden’s executive order on January 8, 2025, which expanded U.S. sanctions authorities in the Western Balkans, the U.S. government remains committed to holding accountable those who threaten peace and stability or attempt to bypass U.S. sanctions.
The Department of the Treasury had previously designated Republika Srpska President Milorad Dodik on January 5, 2022, and July 17, 2017. Today's actions were executed under Executive Order (E.O.) 14033, as amended by E.O. 14140.
