A former school bus driver has admitted to recording his sexual abuse of two young children. Robert W. Stillwell, 67, from St. Peters, Missouri, pleaded guilty to two counts of production of child pornography. He confessed to filming the abuse of a girl born in 2016 and another born in 2022. The abuse occurred while the victims were both asleep and awake. Stillwell coerced the older girl into compliance by promising toys and money and by threatening her. She reported that he would become angry and scream when she did not cooperate. Additionally, he modified his voice to mimic two elementary school-aged girls, recording messages encouraging her to comply with his demands.
The parents of the older victim contacted the St. Peters Police Department in December 2023 after their daughter claimed Stillwell was drinking her urine as "medicine." Investigators subsequently discovered recordings of his abuse.
Stillwell is scheduled for sentencing on April 22, with the government recommending a sentence of 30 years in prison.
The FBI, the St. Charles County Cyber Crime Task Force, and the St. Peters Police Department conducted the investigation. Assistant U.S. Attorney Jillian Anderson is prosecuting the case.
This case is part of Project Safe Childhood, an initiative launched in May 2006 by the Department of Justice to combat child sexual exploitation and abuse. It involves federal, state, and local resources aimed at locating and prosecuting individuals who exploit children via the Internet and rescuing victims.
