A federal Grand Jury has indicted Jackie Antonio Duncan, 35, and Nia Hall, 30, both residents of Lawton, Oklahoma. The charges include sex trafficking of children, sex trafficking by force, fraud, or coercion, and conspiracy to commit sex trafficking. U.S. Attorney Robert J. Troester announced the indictment.
According to public records, in May 2024, two juveniles ran away from a group home in Lawton and were reported missing. One juvenile was found on July 16, 2024, by officers from the Plano Police Department at a motel in Collin County, Texas. She revealed that she and another missing juvenile had been victims of sex trafficking. The juvenile recounted being approached by Hall and Duncan at a gas station after fleeing the group home. They began living with Hall and Duncan who later transported them to various cities in Texas where they were forced into prostitution. In exchange for their services, Hall and Duncan provided food and shelter while keeping the money earned.
The second juvenile was located on September 30, 2024, in San Antonio, Texas. She confirmed similar experiences of being trafficked by Hall and Duncan for basic necessities. Investigators reviewed sex advertisements linked to Hall which included photos of the juveniles.
Hall and Duncan were arrested on December 16, 2024. A federal Grand Jury returned a three-count indictment against them on January 21, 2025. If convicted on these charges, they face up to life imprisonment and fines reaching $250,000 per count.
Authorities emphasize that these charges are allegations at this stage; defendants are presumed innocent until proven guilty beyond reasonable doubt.
The investigation involved multiple agencies including the Bureau of Indian Affairs; FBI Oklahoma City Field Office; Lawton Police Department; Choctaw Nation Lighthorse Police Department; Oklahoma Highway Patrol; Oklahoma Bureau of Narcotics & Dangerous Drugs Control; Fort Smith Police Department; Arkansas State Police; San Antonio Police Department; Plano Police Department; and Fort Worth Police Department. Assistant U.S. Attorneys Jordan Ganz and Brandon Hale are handling prosecution duties.
