A Caribou resident, Devin Madigan, has pleaded guilty to possession of child pornography in U.S. District Court in Bangor. The case originated from a tip received by the National Center for Missing and Exploited Children (NCMEC) from Kik, a messaging application, in April 2022. The tip indicated that videos containing child sexual abuse material had been uploaded by a user. The material involved victims as young as 1-3 years old and was traced back to Madigan, aged 29.
Subsequent forensic investigation revealed images and videos of child sexual abuse on Madigan's phone. He now faces a potential prison sentence of up to 20 years, a fine of up to $250,000, and five years to life of supervised release. Additionally, he may be required to pay restitution to the victims. A federal district judge will decide the final sentence based on the U.S. Sentencing Guidelines and other legal considerations.
The investigation was conducted by Homeland Security Investigations (HSI), with support from the Grafton County Sheriff’s Department and the Brewer Police Department.
The case is part of Project Safe Childhood, an initiative launched in May 2006 by the Department of Justice aimed at addressing child sexual exploitation and abuse. This program brings together resources from federal, state, and local agencies to prosecute offenders and rescue victims.
