Ricky Junior O. Quichocho, a 37-year-old resident of Dededo, Guam, has been sentenced to 10 years in federal prison for attempted enticement of a minor. The U.S. District Court of Guam handed down the sentence on February 4, 2025. In addition to his prison term, Quichocho will face five years of supervised release and must pay a $100 special assessment fee. He is also required to register with the Sex Offender Registry.
The conviction follows an undercover operation conducted in May 2024 by the Air Force Office of Special Investigation (AFOSI) and Homeland Security Investigations (HSI). The operation aimed to identify individuals seeking sexual contact with minors through social networking applications and online forums.
Quichocho, who was employed as a civilian contractor for the military, contacted an undercover agent posing as a 13-year-old girl on May 7, 2024. Despite knowing her purported age, he expressed interest in "sexual fun" and continued sending sexually explicit messages throughout the month. On June 10, 2024, Quichocho arranged to meet at Anderson Air Force Base but was instead apprehended by AFOSI agents. He later admitted to his actions during an interview.
United States Attorney Shawn N. Anderson emphasized the importance of interagency cooperation in combating child exploitation: “Interagency partnerships are the key to fighting child exploitation,” he stated. Special Agent in Charge Lucy Cabral-DeArmas highlighted HSI's collaborative efforts with AFOSI: “By working together, HSI ensures resources are utilized most effectively.”
Special Agent Eric Beebe from AFOSI Detachment 602 reaffirmed their commitment to safeguarding communities: “We are dedicated to protecting our Airmen, their families, and the broader Guam community.”
The investigation was carried out by HSI and AFOSI Detachment 602, while Assistant United States Attorney Devarup Rastogi prosecuted the case.
This case is part of Project Safe Childhood (PSC), an initiative launched by the Department of Justice in May 2006 to combat child sexual exploitation and abuse.
