Rapid City man convicted on multiple counts of sexual and child abuse

A jury in Rapid City, South Dakota, has found Victor Dominquez guilty of multiple charges, including one count of aggravated sexual abuse of a minor, five counts of abusive sexual contact, and two counts of felony child abuse. The verdict was delivered on February 5, 2025, after a three-day trial in federal district court.

Dominquez, aged 57 and from Rapid City, faces a mandatory minimum sentence of 30 years to life imprisonment. Each conviction also carries the potential for a $250,000 fine and supervised release for life. He was indicted by a federal grand jury in June 2024.

The court heard evidence that Dominquez sexually abused his biological daughter and stepdaughter over several years while they lived on the Pine Ridge Reservation between 2006 and 2012. The prosecution detailed how Dominquez used intimidation tactics to prevent the children from reporting the abuse. This included physical violence resulting in child abuse charges and grooming them with pornography from an early age. The victims disclosed the abuse only after reaching adulthood.

The investigation was conducted by the FBI, with Assistant U.S. Attorney Anna Lindrooth leading the prosecution.

A presentence investigation is underway with sentencing set for April 14, 2025. Dominquez remains in custody under the supervision of the U.S. Marshals Service.
