Phillip Plummer, a 42-year-old resident of Sioux City, Iowa, has entered a guilty plea in federal court to charges related to methamphetamine distribution. The plea was made on February 10, 2025, in Sioux City.
The charges against Plummer include one count of conspiracy to distribute methamphetamine and two counts of distributing methamphetamine, with one of these distributions occurring within 1,000 feet of a school. Evidence presented during the plea hearing revealed that from 2022 until May 2023, Plummer and others were involved in a conspiracy to distribute over five kilograms of methamphetamine in the Sioux City area.
Plummer admitted to distributing methamphetamine on seven occasions to an individual cooperating with law enforcement. Four of these transactions took place near schools—specifically Mater Dei Elementary School and Hunt Elementary School in Sioux City. During a search at Plummer's residence in May 2023, authorities seized approximately half a pound of methamphetamine along with two bags of medicated Jolly Rancher Gummies containing THC and two vape pens. It was determined that Plummer intended to sell some or all of these substances locally.
Sentencing will be scheduled following the preparation of a presentence report by United States District Court Chief Judge Leonard T. Strand. Until then, Plummer remains in custody under the supervision of the United States Marshal. He faces significant penalties including a mandatory minimum sentence of ten years' imprisonment and could potentially receive life imprisonment. Additionally, he may be fined up to $20 million and face at least ten years of supervised release after any prison term served.
