CBP implements biometric facial tech for cruise passengers in Puerto Rico

U.S. Customs and Border Protection (CBP), in partnership with Royal Caribbean, has introduced biometric facial comparison technology for cruise passengers in Puerto Rico. The first use of this system took place on February 2nd with the Royal Caribbean vessel Rhapsody of the Seas at San Juan Seaport’s Pier 4.

The implementation of CBP's biometric technology aims to streamline the debarkation process by reducing clearance times by up to 30%, allowing passengers a smoother transition from ship to shore. This initiative marked the first time Royal Caribbean used such technology for passenger debarkation in Puerto Rico, despite Rhapsody of the Seas being homeported there since April 2024.

Roberto Vaquero, Director of Field Operations for the CBP San Juan Field Office, commented on the development: “At CBP, we believe that every aspect of the cruise experience should be seamless including the arrival process. The successful launch of our biometric facial comparison tool marks a significant step forward in securing our nation’s borders."

The process involves guests taking a photo at a kiosk equipped with a camera during debarkation. This image is then compared biometrically with documents on file to verify identity within seconds, enhancing security while ensuring an efficient experience.

CBP emphasizes its commitment to passenger privacy, noting that photos taken are not retained and are deleted after debarkation. Passengers can opt-out and request alternative identity verification procedures through a CBP officer if they prefer.

This successful implementation was made possible through collaboration among CBP, Royal Caribbean, and technology providers. Key stakeholders were present at the event including Marina Michailaras from Royal Caribbean and leadership from San Juan Field Office and Area Port of San Juan.

The expansion of biometric verification at San Juan Seaport is part of CBP's ongoing efforts to modernize travel experiences while maintaining security measures.
