Metairie man pleads guilty to distributing child sexual abuse material

Duane A. Evans, U.S. Attorney | U.S. Attorney for the Eastern District of Louisiana

Kevin Lillis, a 51-year-old resident of Metairie, Louisiana, has pled guilty to distributing child sexual abuse material. The plea was entered before United States District Judge Jane Triche Milazzo. According to Acting U.S. Attorney Michael M. Simpson, Lillis violated 18 United States Code Section 2252(a)(2).

The investigation by the Federal Bureau of Investigation (FBI) began in March 2024 when agents executed a search warrant at Lillis's residence. During the search, electronic devices containing over 600 images and six videos depicting child sexual victimization were seized. These files included explicit content involving newborn infants and portrayed violent conduct.

Lillis distributed these materials multiple times between January and March 11, 2024. Conversations on encrypted messaging applications revealed his admission to having hands-on contact with young prepubescent minors over two decades.

Lillis faces significant legal consequences including a mandatory minimum sentence of five years imprisonment per count, up to a maximum of twenty years for each of Counts 1, 2, and 3. Additionally, he could receive up to a lifetime of supervised release and fines reaching $250,000 per count. A $300 special assessment fee is also applicable along with potential sex offender registration requirements. Sentencing is set for May 14, 2025.

This case is part of Project Safe Childhood—a Department of Justice initiative aimed at combating child sexual exploitation launched in May 2006. The project seeks to locate and prosecute offenders while rescuing victims through collaboration between federal, state, and local resources.

Acting U.S. Attorney Simpson commended the FBI's efforts in this investigation. Assistant United States Attorney Jordan Ginsberg leads the prosecution as Chief of the Public Integrity Unit.
