Emmanuel Deon Foster and Bobby Antoinios Hall, both residents of Rock Hill, have been sentenced to federal prison for their roles in a drug distribution conspiracy. Foster, aged 36, received a sentence of 120 months imprisonment followed by five years of court-ordered supervision. Hall, aged 41, was sentenced to 84 months imprisonment with three years of supervision thereafter.
According to the investigation's findings, both men were closely associated with the leader of the drug operation. They purchased fentanyl-laced pills from this leader and sold them to other dealers in Rock Hill. Foster also engaged in buying and selling cocaine, crack cocaine, heroin, marijuana, and methamphetamine from other conspirators.
The operation has led to over 20 arrests and convictions. The case is part of an Organized Crime Drug Enforcement Task Forces (OCDETF) investigation aimed at dismantling high-level drug traffickers and criminal organizations using a coordinated approach involving multiple law enforcement agencies.
The investigation was conducted by several agencies including the FBI Columbia Field Office, Bureau of Alcohol, Tobacco, Firearms and Explosives, Drug Enforcement Administration, York County Multijurisdictional Drug Enforcement Unit, South Carolina Law Enforcement Division, and the Richland County Sheriff’s Department. Assistant U.S. Attorney William K. Witherspoon is handling the prosecution.
