Furthermore, the Office of Management and Budget will issue guidance for reviewing all government contracts with Covington & Burling LLP. Agencies are instructed to align funding decisions with U.S. citizens' interests, administration goals, and Executive Order 14147 on ending federal government weaponization.
The memorandum clarifies it does not create legal rights or benefits enforceable against the United States or its entities.
