Crescent City man sentenced for drug distribution after serving time for murder

Orlando, Florida – Francisco Javier Arroyo has been sentenced to 5 years and 10 months in federal prison for conspiring to distribute methamphetamine. U.S. District Judge Wendy Berger delivered the sentence following Arroyo's guilty plea on September 25, 2024.

Court documents reveal that between February and July 2021, Arroyo was involved in distributing methamphetamine and cocaine with several conspirators, including Alejandro Alvarado, Miguel Angel Perez, Jose Martinez, Jonathan Arroyo Ontiveros, Noel Bueno Jr., and others residing in Crescent City. Miguel Angel Ortiz served as a courier delivering large shipments of methamphetamine from Texas, North Carolina, and Georgia to the area where Arroyo operated. Arroyo supplied methamphetamine and cocaine primarily to Robert Wayne Watson in Seville. Watson then distributed the drugs to mid-level dealers across central Florida.

The FBI arrested multiple individuals involved in this drug conspiracy on July 16, 2021. Around this time, Arroyo was apprehended in Missouri for a triple homicide committed on July 13, 2021, in Crescent City. He was convicted of second-degree murder and two counts of attempted second-degree murder for surviving victims and sentenced to 22 years in Florida state prison. After his conviction in April 2024 for murder charges, he faced federal court proceedings for the drug distribution offenses from 2021. His federal sentence will commence after completing his state sentence.

To date, twelve individuals have pleaded guilty and received federal prison sentences related to this conspiracy.

The investigation was conducted by the Federal Bureau of Investigation with assistance from the Drug Enforcement Administration and several local sheriff's offices. Assistant United States Attorney Dana E. Hill is prosecuting the case.

This case is part of an Organized Crime Drug Enforcement Task Force (OCDETF) investigation aimed at dismantling high-level criminal organizations threatening the United States through a coordinated multi-agency approach.
