A Boone man, Travis Lee Morgan, was sentenced to five years in federal prison on March 28, 2025, for attempting to transfer obscene material to a person he believed to be a minor. Public court documents detail that Morgan, 40, used a Facebook account to communicate with a law enforcement officer posing as a 13-year-old girl. The interactions, occurring between June and August 2023, included sending numerous inappropriate videos and images and discussing sexual acts he wanted to perform with the minor.
After serving his prison term, Morgan will be subject to a three-year supervised release. In the federal system, parole is not an option.
The announcement was made by United States Attorney Richard D. Westphal of the Southern District of Iowa. The case was investigated by the FBI Human Trafficking and Child Exploitation Task Force, the Altoona Police Department, and the Iowa Department of Public Safety-Division of Criminal Investigation-Internet Crimes Against Children Task Force. Assistance was also provided by the Boone Police Department and the Boone County Sheriff's Office.
This prosecution is part of Project Safe Childhood, a Department of Justice initiative launched in May 2006 to address the epidemic of child sexual exploitation and abuse. The initiative seeks to coordinate federal, state, and local efforts to locate and prosecute offenders while rescuing victims.
