The U.S. Department of Labor has issued citations to Wilkes-Barre roofing contractor Luis Alberto-Reyna Avila for putting workers at risk of falls and other safety hazards at a job site in Lackawanna County. The Department's Occupational Safety and Health Administration (OSHA) conducted an investigation of Avila's business, 3 Guys Home Improvement Inc., in response to a complaint in September 2024 that alleged workers were exposed to fall dangers.
OSHA cited 3 Guys Home Improvement Inc. for two willful violations related to not providing fall protection and personal protective equipment. The company was also cited for 10 serious violations, which included improper labeling of flammable containers, working in proximity to energized power circuits, and the incorrect usage of ladders.
Given the company's history of safety violations, it has been included in OSHA's Severe Violators Enforcement Program. Following receipt of the citations and penalties, the company has a 15-day period to take action—either by complying, engaging in an informal conference with OSHA’s area director, or contesting the findings before the Occupational Safety and Health Review Commission.
