Marc H. Silverman, Acting United States Attorney for the District of Connecticut, announced charges against Otilio Green, an officer with the Yale University Police Department. Green has been charged with federal child exploitation offenses. The announcement was made alongside Michael J. Krol, Special Agent in Charge of Homeland Security Investigations (HSI), New England, and Connecticut State Police Colonel Daniel Loughman.
Green, a 43-year-old resident of Hamden, was arrested and appeared before U.S. Magistrate Judge Maria R. Garcia in New Haven. He is currently detained, with a detention hearing set to occur in Bridgeport.
The charges stem from CyberTipline reports submitted to Synchronoss, a cloud storage provider for Verizon Wireless. Between January and March 2025, these reports noted 43 images and five videos of suspected child pornography linked to an account associated with Green. A search of his cloud storage account uncovered an additional two images and 55 videos of suspected child sex abuse material.
Green faces charges of possession of child pornography, carrying a maximum penalty of 20 years' imprisonment, and receipt of child pornography, carrying a mandatory minimum of five years and a maximum of 20 years in prison.
Acting U.S. Attorney Silverman noted, "A complaint is only a charge and is not evidence of guilt. Charges are only allegations, and a defendant is presumed innocent unless and until proven guilty beyond a reasonable doubt."
The investigation is led by HSI New England, the Connecticut State Police, and the Connecticut Center for Digital Investigations. Prosecution is being handled by Assistant U.S. Attorney Nancy V. Gifford.
