Tulsa resident convicted for unlawful firearm possession under Project Safe Neighborhoods

Clinton J. Johnson U.S. Attorney | U.S. Attorney for the Northern District of Oklahoma

A federal jury has convicted Prophet Kelly Lamar Clark, a 52-year-old man from Tulsa, for unlawful possession of a firearm and ammunition. The verdict was reached following an investigation and trial that began with an incident in October 2024, involving a 911 call to the Tulsa Police regarding a suspect with a gun.

When officers arrived at the scene, they identified Clark from the description provided. An officer testified that Clark was seen walking away from the caller's residence, with a phone, a pair of keys, and a loaded magazine in his right hand. Despite being asked multiple times, Clark initially failed to confirm he had a weapon. Eventually, during his arrest, Clark indicated the presence of a firearm on his right side. Officers found a purple handgun in that location.

It was further revealed that Clark had a previous conviction from 2011. He had pleaded guilty to felony drug possession and other offenses, leading to a five-year deferred sentence that was later accelerated to a formal conviction with probation.

The Bureau of Alcohol, Tobacco, Firearms and Explosives, along with the Tulsa Police Department, conducted the investigation. The trial was prosecuted by Assistant U.S. Attorneys Mallory Richard and Jessica Wright.

This case was aligned with Project Safe Neighborhoods (PSN), an initiative that aims to reduce violence and gun-related crimes by fostering partnerships between law enforcement agencies and the communities they serve. The program emphasizes trust-building, strategic enforcement, community support, and measurable outcomes. More details on PSN can be found at Justice.gov/PSN.
