A former Lieutenant from the Federal Bureau of Prisons, Daniel Mitchell, was sentenced to two years of probation for conspiring to violate inmate civil rights at Butner Correctional Institute. Daniel Mitchell, 42, had pleaded guilty to the charges on December 23, 2024.
Court documents revealed that Mitchell, who oversaw the special housing unit (SHU) at Federal Correctional Institute Butner Medium II, was involved in an incident on December 8, 2021. The incident occurred when another officer reported that an inmate identified as K.G. had exposed himself and engaged in a sexual act in her presence. According to BOP policy, misconduct of this nature should typically result in a formal write-up.
Instead, Mitchell directed another officer to move inmate K.G. to a holding cell and physically discipline him. This directive led to K.G. being assaulted by the officer. Subsequent interviews revealed that Mitchell and the officer had conspired in Mitchell's office to carry out the assault as punishment.
The announcement of the sentencing was made by Acting U.S. Attorney Daniel P. Bubar for the Eastern District of North Carolina. U.S. District Judge Terrence W. Boyle was responsible for the sentencing. The case was investigated by the DOJ Office of the Inspector General, with Assistant U.S. Attorney Jake D. Pugh and Civil Rights Division Trial Attorney Eric Peffley prosecuting.
