The case stemmed from a search conducted on September 18, 2023, when MPD officers executed a warrant at a location where Jackson was residing. Officers found a Glock-style ghost gun—a Privately Manufactured Firearm (PMF)—in a backpack Jackson had been observed carrying.

The seized weapon, a 9mm firearm, was loaded with one round in the chamber and 12 rounds in a 17-round capacity magazine. Further investigations into Jackson's criminal record showed that he was under supervised release in D.C. Superior Court due to a prior gun-related offense. Jackson was arrested, and DNA testing later confirmed his DNA on the weapon.

The investigating body was the MPD, and the case was prosecuted by Assistant U.S. Attorney James B. Nelson.
