Security supervisor sentenced for inmate sexual abuse at Arizona facility

Morris Gary Hibbitt has been sentenced by United States District Judge G. Murray Snow to 13 months in prison. The 51-year-old from Avondale will also undergo 10 years of supervised release following his conviction for sexual abuse of an inmate. Hibbitt is mandated to register as a sex offender.

The incident occurred on May 21, 2023, when Hibbitt, serving as Security Supervisor at Behavioral Systems Southwest (BSS) in Phoenix, assaulted a female inmate under his supervision. Behavioral Systems Southwest operates as a residential reentry center contracted by the Federal Bureau of Prisons (BOP) to assist inmates in their transition back into society while completing their prison sentences. The inmates at the center remain under the custodial authority of the BOP.

The investigation was led by the Department of Justice, Office of the Inspector General, and the Federal Bureau of Investigation. Kristen Brook, an Assistant U.S. Attorney in the District of Arizona, Phoenix, prosecuted the case.
