Miramar mayoral candidate pleads guilty to PPP fraud

The owner of Theophin Consulting LLC, Rudy Theophin, has pled guilty to wire fraud linked to the misuse of Covid-19 relief funds obtained through the Paycheck Protection Program (PPP). Theophin, a 41-year-old resident of Miramar, Florida, was the president and sole proprietor of the consulting firm.

In June 2020, he applied for a PPP loan amounting to $123,675, aiming to alleviate the financial impact of the pandemic. Theophin's application to the U.S. Small Business Administration included incorrect information regarding the number of employees and the average monthly payroll of his company. Upon receiving the funds, Theophin redirected part of it to another individual, invested some in his own account, and utilized the remainder for purchasing a condominium. Notably, Theophin was a candidate in the Miramar mayoral race in 2023.

A sentencing hearing is scheduled for July 15 in Fort Lauderdale with U.S. District Court Judge Rodney Smith presiding. Theophin could face a prison sentence of up to 20 years.

The case investigation was led by the IRS Criminal Investigation (IRS-CI) Miami Field Office. U.S. Attorney Hayden P. O’Byrne for the Southern District of Florida and Special Agent in Charge Emmanuel Gomez announced the guilty plea. Assistant U.S. Attorney Christopher Killoran is responsible for prosecuting the case, while Assistant U.S. Attorney Jorge Delgado is overseeing asset forfeiture proceedings.
