Jesse Wayne James Keenan, an 18-year-old from Duncan, has admitted guilt to charges of voluntary manslaughter and discharging a firearm during a violent crime. This was announced by U.S. Attorney Robert J. Troester.
The incident occurred on July 19, 2024, when officers from the Duncan Police Department responded to a shooting at a local apartment complex. They found a male victim who had been shot and attempted to provide medical assistance, but the victim succumbed to his injuries at the scene. Witnesses identified Keenan as the shooter, leading to his arrest shortly thereafter.
According to FBI agents, Keenan went to the apartment complex following an argument with his girlfriend. A physical altercation ensued between Keenan and the victim, during which Keenan used a pistol to shoot the victim before fleeing. The weapon was later recovered by authorities.
Keenan was charged on April 7, 2025, with voluntary manslaughter and discharging a firearm in connection with a crime of violence through Superseding Information. On May 1, 2025, he pleaded guilty to these charges and admitted that he intentionally shot the victim during their confrontation.
Keenan faces a potential sentence ranging from ten years to life imprisonment in federal prison and may be fined up to $500,000 upon sentencing. The case falls under federal jurisdiction because Keenan is affiliated with the Choctaw Nation and the offense took place within Chickasaw Nation territory.
The investigation was conducted by the FBI Oklahoma City Field Office in collaboration with the Duncan Police Department. Assistant U.S. Attorneys Tiffany Edgmon and Bow Bottomly are overseeing prosecution efforts.
