Boston man admits guilt in large-scale drug trafficking conspiracy

A Boston resident, Flemin Soto Baez, has admitted guilt in a federal court in Concord for his role in managing a large-scale drug trafficking conspiracy. This operation was involved in distributing fentanyl and cocaine in the Manchester area. Acting U.S. Attorney Jay McCormack announced the development.

Soto Baez, aged 50, confessed to a single count of conspiracy to distribute controlled substances, specifically fentanyl and cocaine. The sentencing is scheduled for August 13, 2025, by U.S. District Court Judge Samantha Elliott. Originally charged on April 26, 2023, alongside 20 others in the case United States v. Juan Ramon Soto Baez et al., he becomes the fifteenth defendant to plead guilty.

Court documents reveal that Soto Baez led a Massachusetts-based drug trafficking organization that distributed significant amounts of fentanyl and cocaine in New Hampshire from September 2019 until April 2023. The organization operated with business-like efficiency using "dispatch" telephone lines for drug orders. Soto Baez managed these dispatch lines and coordinated transactions through runners who conducted hand-to-hand exchanges with customers. Between July 14, 2022, and March 2, 2023, he dispatched a runner on fourteen occasions to deliver crack cocaine to customers in Manchester.

The law prescribes a maximum sentence of twenty years imprisonment, at least three years of supervised release, and a potential fine up to $1 million. Sentencing will be determined by a federal district court judge according to U.S. Sentencing Guidelines.

The investigation was spearheaded by the Federal Bureau of Investigation and the Drug Enforcement Administration with support from the Manchester Police Department. Assistant U.S. Attorney Aaron Gingrande is prosecuting this case.

This case falls under Operation Take Back America—a national initiative aimed at combating illegal immigration and dismantling cartels and transnational criminal organizations (TCOs). It utilizes resources from the Department's Organized Crime Drug Enforcement Task Forces (OCDETFs) and Project Safe Neighborhood (PSN).
