U.S. Immigration and Customs Enforcement (ICE) in Utah has deported Sergio Orlando Monroy Rescinos, a 37-year-old Guatemalan national, back to Guatemala on May 7. Monroy is facing charges of aggravated sexual assault of a minor under the age of 14 in his home country.
Upon his arrival in Guatemala, Monroy was taken into custody by local authorities. This arrest was coordinated with the Security Alliance for Fugitive Enforcement task force. He has been handed over to the courthouse for further criminal proceedings.
Monroy first entered the United States near Calexico, California, on November 16, 2017. After being encountered by U.S. Border Patrol, he was placed into removal proceedings and sent back to Guatemala on January 3, 2018. He reentered the U.S. again near Calexico on October 19, 2018, and was apprehended by U.S. Customs and Border Protection (CBP). His previous order of removal was reinstated, leading to his return to Guatemala on December 19, 2018.
On December 1, 2023, Monroy attempted a third entry into the U.S., this time near Eagle Pass, Texas. CBP officers placed him into removal proceedings once more. He was transferred to ICE custody but bonded out on July 9, 2024, while his immigration case continued. After failing to comply with an immigration judge’s order, his prior removal order was reinstated.
Monroy's latest encounter with law enforcement occurred at Sevier County Jail in Richfield, Utah following an arrest on March 27. ICE officers issued a detainer that same day.
The Security Alliance for Fugitive Enforcement (S.A.F.E.) supports efforts like these involving fugitives such as Monroy. S.A.F.E is a fugitive enforcement and information-sharing partnership between the United States and countries including El Salvador, Guatemala, and Honduras.
