Acting United States Attorney Alexander C. Van Hook has announced the indictment of a Rapides Parish man as part of Operation Restore Justice. This initiative aims to identify, track, and arrest child predators. A federal grand jury in Shreveport has charged Keith William Noce, 45, with attempting to use a facility to cause a minor to engage in criminal sexual activity.
The indictment claims that between April 29 and May 1, 2025, Noce used interstate commerce facilities to attempt persuading a minor under 18 years old into sexual activity.
Noce is among three individuals charged in Louisiana following an undercover operation by the FBI, Alexandria Police Department, and Louisiana State Police. Another individual was indicted on child pornography charges in the Eastern District of Louisiana.
If convicted, Noce could face up to life imprisonment and a fine reaching $250,000.
The investigation was conducted by the FBI alongside local law enforcement agencies and is being prosecuted by Assistant United States Attorney Earl M. Campbell.
To report incidents involving child pornography possession or distribution: "Child sexual abuse material (CSAM) – referred to in legal terms as 'child pornography' – captures the sexual abuse and exploitation of children." In 2023 alone, the National Center for Missing & Exploited Children received "36 million reports of the possession, manufacture or distribution" of such materials. Reports can be filed at https://report.cybertip.org or by calling 1-800-843-5678.
It is important to note that an indictment is merely an accusation; defendants are presumed innocent until proven guilty beyond reasonable doubt.
