John F. Reap, a 58-year-old resident of Rome, New York, has been sentenced to 33 months in prison for failing to update his sex offender registration and for filing false reports with the United States Probation Office. The announcement was made by United States Attorney John A. Sarcone III and United States Marshal David L. McNulty.
Reap had previously pleaded guilty to these charges, admitting that from January 26, 2023, to May 8, 2024, he did not report his email address as required by the Sex Offender Registration and Notification Act (SORNA). He also admitted to submitting false reports regarding the same email address and non-compliance with registration requirements. Furthermore, Reap violated the terms of his supervised release by using an unauthorized internet-capable phone and maintaining an undisclosed email account.
Senior United States District Judge David N. Hurd imposed an additional consecutive 12-month imprisonment term for Reap's violations of supervised release. Following his release from prison, Reap will be under a 10-year term of supervised release and must continue registering as a sex offender.
United States Attorney Sarcone commented on the case: “Despite his attempts to conceal his conduct, the defendant’s crimes were uncovered because of diligent investigative work by law enforcement. I commend all those involved in holding this defendant accountable.”
The investigation was conducted by the United States Marshals Service and the U.S. Probation Department. Assistant United States Attorney Adrian LaRochelle prosecuted the case under Project Safe Childhood.
