Washington man sentenced to 16 years for deadly drive-by shooting

Martinez Raynor, a 25-year-old resident of Washington, D.C., received a 16-year prison sentence for his involvement in a drive-by shooting that occurred in 2018. The incident took place in front of a convenience store in Southeast Washington D.C. U.S. Attorney Jeanine Ferris Pirro and Chief Pamela Smith of the Metropolitan Police Department made the announcement.

Raynor admitted guilt to second-degree murder while armed on October 4, 2024, at the Superior Court of the District of Columbia. Judge Maribeth Raffinan delivered the sentence.

Court documents reveal that on October 20, 2018, Raynor and two accomplices arrived at Holiday Market and Liquor Store's parking lot on Wheeler Road SE around 1:56 p.m. They fired shots at a group standing outside the store. Malik McCloud was hit in the back by one of these bullets, causing paralysis as he fell to the ground. Raynor fled on foot while his accomplices drove away. The shooters returned shortly after and fired again at the group, fatally hitting McCloud in the chest.

U.S. Attorney Pirro and Chief Smith praised those involved in investigating this case from the Metropolitan Police Department. They also acknowledged contributions from Paralegal Specialists LaShone Samuels and Lisa Speight, Victim Assistant Jennifer Allen from the U.S. Attorney’s Office, and Assistant U.S. Attorneys Zach Horton and Joshua Hall who prosecuted this case.
