Wagoner County resident sentenced for distributing child exploitation material

Sovana Xiong, a 32-year-old resident of Tulsa, Oklahoma, has been sentenced to 188 months in prison followed by a 10-year term of supervised release. This sentencing is for one count of distributing material involving the sexual exploitation of a minor. The investigation leading to this charge was conducted by the Tulsa Police Department's Special Investigations Division.

Xiong entered a guilty plea on December 9, 2024. According to investigators, between October 15, 2023, and April 11, 2024, Xiong distributed visual depictions over the internet showing a minor engaged in sexually explicit conduct.

This case is part of Project Safe Childhood, an initiative launched by the Department of Justice in May 2006. The project aims to combat child sexual exploitation and abuse by utilizing federal, state, and local resources to prosecute offenders and rescue victims. The sentencing hearing was presided over by Chief U.S. District Judge Ronald A. White in the United States District Court for the Eastern District of Oklahoma. Xiong will remain in custody with the U.S. Marshals Service until transported to a designated United States Bureau of Prisons facility to serve his sentence without parole.
