DHS issues waivers for expedited border wall construction in Arizona and New Mexico

Department of Homeland Security Secretary Kristi Noem has issued three new waivers to expedite the construction of approximately 36 miles of border wall in Arizona and New Mexico. This follows a previous waiver signed by Secretary Noem for border wall construction in California, published in April 2025.

The waivers allow the Department of Homeland Security (DHS) to bypass environmental laws, including the National Environmental Policy Act, to facilitate quick construction of physical barriers and roads. The aim is to minimize administrative delays and secure the southern border. These projects are funded through U.S. Customs and Border Protection’s Fiscal Year 2020 and 2021 appropriations.

According to DHS, "Projects executed under a waiver are critical steps to secure the southern border and reinforce our commitment to border security." The new constructions will address gaps in the border wall and enhance security operations within the U.S. Border Patrol’s El Paso, Tucson, and Yuma Sectors. The waivers were issued under Section 102 of the Illegal Immigration Reform and Immigrant Responsibility Act of 1996.
