A Lowell resident, Brian Gingras, known as "Cheech," was sentenced to nine years in prison on June 4, 2025, by U.S. District Court Judge Nathaniel M. Gorton. The sentencing follows Gingras's guilty plea in January 2025 to charges of conspiracy and possession with intent to distribute methamphetamine.
Gingras was involved in a drug distribution network alongside Asian Boyz gang member Bill Phim, also known as "Bonez." Between May and September 2022, Gingras supplied over 5,000 counterfeit Adderall pills containing methamphetamine and caffeine to Phim. These pills were subsequently sold to an undercover federal agent for over $18,000.
The investigation revealed that Gingras had additional counterfeit drugs at his residence and maintained a storage unit with more than 30 kilograms of fake Adderall pills made with caffeine only. The unit also contained a loaded firearm and various marijuana products.
Phim received a ten-year sentence from Judge Gorton in May 2025.
The case announcement came from United States Attorney Leah B. Foley, Kimberly Milka of the FBI's Boston Division, and Superintendent Gregory C. Hudon of the Lowell Police Department. Assistance was provided by several local police departments and the Massachusetts State Police. Assistant U.S. Attorney Fred M. Wyshak III handled the prosecution.
This case is part of Project Safe Neighborhoods (PSN), which aims to reduce violent crime through community collaboration and strategic enforcement priorities. It is also associated with the Organized Crime Drug Enforcement Task Forces (OCDETF) operation targeting high-level criminal organizations using an intelligence-driven approach.
