Dylan J. Steinberg, Acting U.S. Attorney for the District of Delaware, announced a significant development in a criminal case involving a fatal kidnapping and murder. On June 5, 2025, Dwayne Alexander, aged 41 and from Philadelphia, was found guilty by a federal jury for his involvement in the crime that took place in July 2021.
Court documents reveal that Alexander was a senior figure within the Shotgun Crips street gang. In the summer of 2021, tensions arose when Kimon Burton-Roberson, a lower-ranking member of the gang, had a dispute with an individual from Wilmington. This led to an attack on the individual's home by several gang members who assaulted him and transported him to Alexander's residence in Philadelphia. Afterward, they took him to Yeadon, Pennsylvania's industrial park where he was shot dead with Alexander supplying the weapon and authorizing the murder.
Alexander is now the sixth person convicted related to this crime. Other individuals awaiting sentencing include Kimon Burton-Roberson, Stephanie Bultes-Ramirez, Rodney Chambers, and Jamil Salahuddin. Josiah Rivera has been tried as a minor in Delaware's Superior Court.
Acting U.S. Attorney Steinberg commented on the conviction: “This conviction marks yet another step forward on the path toward securing full justice for the victim of a brutal and senseless crime." He expressed gratitude towards law enforcement agencies involved in solving this case.
Wilmington Police Chief Wilfredo Campos stated: "We appreciate the continued commitment of the U.S. Attorney's Office to hold each party responsible for their role in this kidnapping and murder." He hopes this conviction provides some solace to the victim’s family.
Amanda M. Koldjeski from FBI Baltimore Field Office said: “Dwayne Alexander committed a horrific and ruthless murder with his fellow gang members... Together we will relentlessly pursue justice."
The investigation involved multiple agencies including FBI’s Delaware Violent Crime Task Force along with police departments from Wilmington and Yeadon Borough among others; prosecution efforts are led by Assistant U.S Attorneys Michelle L Morgan & Benjamin L Wallace.
