A Boston man, identified as a Level 3 sex offender, has pleaded guilty to possessing child sexual abuse material (CSAM) in federal court. Bryan Horgan, aged 59, entered his plea before U.S. District Court Judge Indira Talwani. Sentencing is scheduled for September 18, 2025.
Horgan was indicted by a federal grand jury in June 2025 following his arrest on April 26, 2024. He has been in custody since then. Authorities linked Horgan to a Microsoft account used to upload CSAM. A search of his residence uncovered electronic devices containing video files depicting children as young as infants and filenames indicative of CSAM.
Previously convicted in Suffolk Superior Court for various offenses including rape of a child and possession of child pornography, Horgan faces a mandatory minimum sentence of ten years due to these prior convictions. The charge carries up to twenty years in prison, at least five years to lifetime supervised release, and a fine up to $250,000.
The announcement was made by United States Attorney Leah B. Foley and Ted E. Docks, Special Agent in Charge of the FBI's Boston Division. The Boston Police Department provided valuable assistance in the case which is being prosecuted by Assistant U.S. Attorney Jessica L. Soto from the Major Crimes Unit.
This prosecution is part of Project Safe Childhood, an initiative launched by the Department of Justice in May 2006 aimed at combating child sexual exploitation and abuse through coordinated efforts among federal, state, and local resources.
