Two former correctional officers at the Federal Correctional Institution in Dublin, California, Jeffrey Wilson and Lawrence Gacad, have been charged with sexual abuse of female inmates. The charges were announced as part of a broader investigation into allegations of misconduct at the facility.
Jeffrey Wilson, 34, faces five counts of sexual abuse involving an inmate identified as C.S. The incidents allegedly took place between March 14 and August 16, 2022, in a medical room at FCI Dublin. Wilson is also accused of lying to federal agents about his interactions with C.S., including denying any sexual contact or provision of contraband.
Lawrence Gacad, 33, has been charged with one count of abusive sexual contact concerning an inmate referred to as S.L., which reportedly occurred from March 1 to June 14, 2022.
The announcement was made by United States Attorney Craig H. Missakian along with Department of Justice Office of the Inspector General Acting Special Agent in Charge Jeremy Hunt and FBI Special Agent in Charge Sanjay Virmani.
These charges bring the total number of FCI Dublin correctional officers implicated in this investigation to ten. Previous cases include convictions and guilty pleas for various offenses related to the sexual abuse of inmates.
Wilson could face up to 15 years in prison for each count if convicted and a fine up to $250,000 per count under specific U.S. codes. Additionally, he faces potential penalties for making false statements. Gacad could be sentenced to a maximum of two years imprisonment and fined $250,000 if found guilty.
The legal proceedings are being handled by Assistant U.S. Attorneys Andrew Paulson, Alethea Sargent, Sailaja Paidipaty, and Molly Priedeman with support from Veronica Hernandez and Amala James. The ongoing investigation is conducted by DOJ OIG and the FBI.
