Today, the United States Attorney for the Western District of Oklahoma, Robert J. Troester, announced charges against Alexander Frank, 55, from Oklahoma City. Frank faces allegations related to a scheme to defraud Medicare as part of a nationwide law enforcement action targeting health care fraud.
According to U.S. Attorney Troester, "We are committed to combatting fraud in our nation’s health care system, especially against federal programs that serve those most in need of care." He emphasized that the announcement demonstrates the Department of Justice's ongoing efforts to protect Americans from exploitation of government programs.
Frank was charged on June 3, 2025, with twenty-five counts of health care fraud. The indictment alleges that between 2021 and 2023, Frank fraudulently billed Medicare approximately $3.2 million for face-to-face visits with beneficiaries in skilled nursing facilities which he did not fully render. If convicted, Frank could face up to ten years in prison for each count, along with a $250,000 fine and mandatory restitution.
This case is part of a larger operation where 324 defendants were charged with involvement in schemes resulting in over $14.6 billion in alleged false billings and illegal drug diversion involving more than 15.6 million pills. The government has seized over $245 million in cash and assets as part of this takedown.
Assistant United States Attorney D.H. Dilbeck is prosecuting the case against Frank. The investigation involved collaboration between several organizations including the U.S. Department of Health and Human Services Office of Inspector General and other federal agencies.
It is important to note that an indictment is an allegation and all defendants are presumed innocent until proven guilty beyond a reasonable doubt in court.
