Quad foreign ministers announce new initiatives for regional security and prosperity

The Secretary of State of the United States, along with the Foreign Ministers of Australia, India, and Japan, convened in Washington, D.C. on July 1, 2025, for the 10th Quad Foreign Ministers’ Meeting. The ministers highlighted recent activities conducted by their countries and partners to promote a free and open Indo-Pacific region. Key initiatives were announced to bolster maritime and transnational security, economic prosperity and security, critical and emerging technology, as well as humanitarian assistance and emergency response.

The Quad Foreign Ministers unveiled the Quad Critical Minerals Initiative aimed at enhancing economic security by diversifying critical mineral supply chains. "This new flagship initiative...will enable our four countries to bring economic opportunity and prosperity to our people and the region," they stated.

In maritime and transnational security efforts, the Quad is expanding cooperation to combat illicit maritime activities such as piracy and illegal fishing. The first-ever Quad-at-Sea Ship Observer Mission was launched this month. "Quad partners have embarked as observers on a U.S. Coast Guard Cutter that has departed Palau," noted officials.

Efforts continue under the Indo-Pacific Partnership for Maritime Domain Awareness (IPMDA), focusing on space-based data sharing and training. Plans are underway for a Maritime Initiative for Training in the Indo-Pacific (MAITRI) workshop in 2025.

On economic prosperity and security, the ministers emphasized promoting resilient supply chains through initiatives like the Quad Critical Minerals Initiative. A transportation conference is scheduled in Mumbai later this year under the Quad Ports of the Future Partnership to enhance port infrastructure development.

In technology collaboration, there is a focus on digital infrastructure projects across the Indo-Pacific. The Quad remains committed to advancing research in artificial intelligence through initiatives like AI-ENGAGE.

For humanitarian assistance, following an earthquake in Myanmar earlier this year, over USD$30 million was contributed collectively by Quad nations for relief efforts. Additionally, a pandemic preparedness workshop was held with participation from 15 Indo-Pacific countries.
