A former FBI electronics technician and his sister have been charged with conspiring to defraud the United States by securing at least $350,000 in electronics contracts through deceitful means. Jeffrey Spencer, 51, from Canyon Country, and Christy Evereklian, 43, from Temecula, face charges of conspiracy to defraud the United States. Both have agreed to plead guilty to this felony offense.
The plea agreements indicate that between August 2015 and August 2020, Spencer and Evereklian engaged in a scheme to undermine competitive bidding for electronic equipment contracts. Spencer used his position as an FBI procurement official to facilitate bids from companies controlled by Evereklian under the guise of independent submissions.
It was revealed that Spencer and Evereklian predetermined which company would win the contract by submitting the lowest bid. Evereklian disguised her control over these companies by using relatives' names and employed a random number generator to fabricate bids.
Evereklian admitted that her companies were awarded at least $350,000 in contracts during this period. The investigation was conducted by the United States Department of Justice Office of Inspector General as part of the Procurement Collusion Strike Force (PCSF).
